On June 13, 2019, in Khanty-Mansiysk, an Extended Meeting of the Coordinating Council of Ombudsmen in the Subjects of the Urals Federal District was held, dedicated to the legal education of citizens as a basis for ensuring human rights.
The meeting was attended by the Commissioner for Human Rights in the Russian Federation Tatyana Moskalkova, regional ombudsmen, the main federal inspector for the Khanty-Mansiysk Autonomous Okrug – Ugra, representatives of the Prosecutor General’s Office and the Prosecutor’s Office of the Khanty-Mansiysk Autonomous Okrug – Ugra, of the Duma of the Khanty-Mansiysk Autonomous Okrug, regional executive bodies and representatives of civil society institutions, including organizations of science, education and public monitoring commissions, representatives of the team of School of Human Rights Defenders and Project Office of Legal Education of the Russian New University (RosNOU).
The project manager, RosNOU rector Vladimir Zernov and the deputy project manager, scientific director of the RosNOU Law Institute, Alexey Tyrtyshny, in their presentations noted the contribution of the federal and regional ombudsmen to the development of the project, and also spoke about the project implementation in the autonomous region.
“In 2018, more than half of the complaints received by the ombudsman in the Russian Federation (25.4 thousand out of 38.7 thousand) required no intervention by the ombudsman, but giving legal advice to the applicants,” – Tatiana Moskalkova said. – “All this causes the request of the population to improve legal literacy and timely information about the rights, freedoms, means of their protection.”
Among the educational activities implemented in 2018, the ombudsman for the Russian Federation highlighted the School of Human Rights Defenders:
“The implementation of the interregional project “School of Human Rights Defenders: Learn and Act” aimed at forming a high level of the legal culture of schoolchildren continues. The project, developed by the Commissioner jointly with the Russian New University and with the support of the Presidential Grants Foundation, also included regional commissioners, who assumed the functions of its organization and coordination at the level of the subjects of the Russian Federation. The joint work predetermined a significant scale of events: in 2019 more than 13 000 people became participants in the project (1179 teams from 83 constituent entities of the Russian Federation).
According to the results of the participation of representatives of RosNOU in the meeting of the coordination council, agreements were reached on the further implementation of the project “School of Human Rights Defenders” in the 2019/20 academic year, including with the participation of the prosecution authorities.
